Records and Discovery Manager (MA5) Region 3 / Everett

The Department of Children, Youth, and Families (DCYF) Child Welfare Region 3 Division is seeking a Records and Discovery Manager (MA5) to lead records management, retention, and dependency discovery functions within the region.

Location: Everett, WA Region 3. This role will involve a mix of telework and office work at the Everett Regional Office and travel to field offices as required.

Closing date: 01/13/2026 Salary: $6,414 $8,628 per month.

Responsibilities

• Supervise and manage the Forms and Records Supervisors within the Regional Dependency Discovery Unit.
• Provide reliable and professional direction to the unit and ensure processes meet timeliness and thoroughness required by Civil Rule, WAC, and RCW.
• Develop goals, conduct annual performance evaluations, and provide ongoing mentoring, training, and support to section staff.
• Lead records management and dependency discovery for DCYF Child Welfare Region 3.
• Serve as primary point of contact for regional staff, Administrative Services, IT, and the Office of the Attorney General on discovery matters.
• Provide counseling and training on discovery quality?assurance measures.
• Offer direct consultation on Famlink, ARRTS/Opexus, Adobe Pro, AX, and ACT to management staff.
• Monitor implementation of program policies and procedures.
• Analyze data, identify trends, and make recommendations and proposals.
• Ensure staff training on records management, proper storage, and retention requirements.
• Develop efficient systems for requesting, creating, and storing records.
• Offer technical assistance and training to office managers and forms analysts.
• Represent the region in statewide meetings and workgroups to ensure consistent practices.
• Review responses to regional quality?assurance audits specific to discovery.

Required Qualifications

• Equivalent education and experience totaling six years as a Supervisor or Manager, with at least three of those years in Records Management, Dependency Discovery, or Public Disclosure.
• OR a bachelors degree in a related field (business administration, public administration, law, etc.) plus five years of experience in at least two of the following areas: research, policy analysis, business analysis, business project management, business operations, business policy development, records management, dependency discovery, or public disclosure.
• Ability to take action to learn and grow; ability to meet the needs of others.
• Demonstrated supervisor experience.

Preferred Qualifications

• Experience with Washington statutory and administrative law and federal law related to discovery of records.
• Understanding of public child welfare and DCYF programs and records.
• Knowledge of electronically stored information production.
• Compliance with federal and state laws on dependency, privacy, and confidentiality.
• Leadership experience applying tools to new areas.
• Experience managing multiple projects and competing priorities.
• Excellent oral and written communication skills.
• Technical proficiency with computer and specialized software.
